Robert Thelen-Bartholomew
Founder & CEO
Robert founded Erkmar Ltd in 2009 and leads the company’s global consultancy from the UK.
His expertise covers a range of subjects, including establishing new technology sector regulators, Dynamic Spectrum Access policy development, spectrum monitoring system design, advanced spectrum management system strategies, organisational change, modernisation, operational process development, and system procurement delivery. He also delivers related training and development.
Before establishing Erkmar, Robert was a director at Ofcom, the UK spectrum, media, and telecoms regulator. There he was responsible for spectrum engineering, enforcement, monitoring, and type approvals throughout the country.
Robert holds an MBA from Aberdeen University and is an MIET
Lloyd Tailby
MD Erkmar Australia
Lloyd has over 30 years of wireless communications experience providing RF engineering and radio spectrum monitoring solutions and services internationally, for both public and private sector organisations.
Lloyd has a holistic view of technologies and a hands-on approach. He is particularly skilled in troubleshooting complex RF interference scenarios, as well as the design and practical application of IoT solutions.
Before joining Erkmar, Lloyd held regulatory and spectrum management roles in Australia and the UK, and worked in sports and entertainment environments. Passionate about quality of service, he pursues spectrum certainty for users and enjoys helping clients realise real-world benefits from emerging technologies.
Tash Morgan-Etty
Chief Brand Officer
Having spent 18 years working across media, journalism, corporate communication, marketing and branding, Tash has delivered a variety of communication outputs for a wide range of projects and diverse national, regional, and international audiences. Her past clients include Endemol South Africa (now Endemol Shine Group), Bloomberg, Time Out, and Uber.
Beyond building brands, Tash has strong sustainability knowledge. She is Cambridge Institute of Sustainability Leadership qualified, Carbon Literacy certified, and handles corporate and partner comms for a climate science charity in her spare time.
While developing the Erkmar brand, Tash also provides insights and advice for any client projects requiring strategic internal and external communication or sustainability expertise.
Steve Kennett
Director Cyber & Data Systems
Steve has more than three decades of experience in telecommunications, through military service in the RAF, senior management within the UK regulator, and as an Executive Director and CISO for a UK national public sector organisation. As a guest lecturer at several UK universities, his broad experience in Cyber, Information Security, and Operation Security is highly regarded in many circles.
Steve’s focus is on cyber and data-related threats, as well as practical resilience, and operational delivery of data systems and associated technologies. His skills compliment Erkmar’s engineering and regulatory experience by strengthening, securing, and future-proofing our clients’ technology projects.
Steve is a certified Senior Information Risk Owner. He ensures we are all kept informed of relevant cyber and information security developments, and that our in-house cyber team consistently delivers superior security capabilities and quality advice.
Julia Kiem
Operations Co-Ordinator
Having spent 14 years in the fashion industry Julia seamlessly transitioned into administrative and project management roles for the last 6 years, honing her skills across various industries and roles. Drawing on this rich experience, she offers business support solutions in business administration, events, marketing, and projects.
Her passion for technology and innovative solutions allow her to infuse every project with a fresh perspective.
She is based in Sydney.
Nev Wain
Major Events Consultant
Nev is a professional Chartered Engineer and Fellow of the IET with a vast wealth of experience in the Radiocommunications / Telecommunications sector. Having worked both ‘in the field’ and in a management position with the Government and telecom regulators for over 40 years. As a subject Matter Expert in RF and EMC matters I regularly provide support and assistance to organisations at all levels. Since 2012 Nev’s focus has been on creating and delivering technical training to Radio Spectrum Engineers at all levels and across all technologies.
Nev holds an MSc in RF Communications and EMC from the University of York as well as a BSc in Electronics and ICT.

Steve Roper
Subject Matter Expert
With 40 years of telecommunications experience, Steve is one of Erkmar’s top subject matter experts. He specialises in providing radio systems engineering, radio spectrum management and regulatory product approval services to our clients, while also providing ISO 17025 technical assessment services to the United Kingdom Accreditation Service (UKAS).
Steve is a Chartered Engineer, a European Engineer and a Fellow of the Institution of Engineering and Technology. He previously held the Chair of the European Telecommunications Standards Institute (ETSI) Power Line Telecommunications (PLT) Committee.
Steve is a highly experienced operational manager and strategist, and is a valued contributor to both our private and public sector clients’ projects.
Harry Moody
Project Delivery Expert
Harry has 22 years experience in Communications Information Systems through military service, delivering operational solutions on land, air and maritime environments.
Since leaving the military he has focused on project management with extensive first-hand experience of delivering in complex and emerging markets worldwide. His understanding of the practical issues required to deliver in challenging environments is tried and tested.
Harry’s background as a security and communications expert allied to his project management experience gained across markets in Africa, the Middle East, Asia and South America enables him to manage risks effectively throughout the project lifecycle whilst ensuring that the client’s requirements are always met on time and to budget.
Ian Corden
Subject Matter Expert
Ian brings over 30 years of experience in the telecoms, technology, and digital sectors, gained via numerous senior roles and engagements in global industry and consulting.
His experience covers the full industry lifecyle from start-ups and investor funding, through strategic planning, to procurement, hands-on engineering, systems architecture, due diligence, and programme delivery. He also brings extensive expertise in policy development, telecoms regulation, telecoms finance, and radio spectrum management.
With Bell Labs USA, he was awarded the President’s prize for new product development. Ian holds PhD and BSc (1st Class Hons, IET Prize) degrees in Telecommunications and Electronic Engineering, PgD Management and Finance, UK Chartered Engineer, and Fellow IET. He is a Visiting Professor at The University of Surrey, a role providing commercial and industry support to the Faculty of Engineering and Physical Sciences (5/6GIC).
